Job Description
The Director, Programs will oversee all aspects of maintenance, modernization, and repair projects for U.S. Navy vessels operating in and out of Singapore, a key hub for the U.S. 7th Fleet Area of Operations. This role provides critical contract management oversight, technical coordination, and strategic planning under the US Navy Fleet Logistics Contract, identified here as the "Lead Maintenance Activity." The successful candidate will ensure project adherence to quality, cost, and schedule requirements, serving as the primary point of contact with the Naval Sea Systems Command (NAVSEA), the Fleet Logistics Center (FLC) Yokosuka Site Singapore, and other U.S. government stakeholders.
Key Responsibilities
  • Program and Project Leadership: Lead and manage end-to-end ship maintenance and repair projects, ensuring on-time and on-budget delivery in accordance with US Navy and NAVSEA standards.
  • Contract Management Liaison: Support contract execution and enforce strict compliance with all contract specifications, terms, and conditions. Manage all contract documentation, reporting, and change orders.
  • Customer and Stakeholder Relations: Act as the main liaison with U.S. Navy officials, including NAVSEA and FLC Site Singapore personnel, ensuring clear and effective communication throughout all project phases.
  • Financial Management: Develop, monitor, and control project budgets, forecasts, and cost tracking. Manage risks and variances, reporting status to senior management and government contracting officers.
  • Team and Subcontractor Management: Guide a multi-disciplinary team of engineers, logisticians, and quality assurance specialists. Coordinate and manage subcontractor performance to ensure project milestones are met.
  • Quality Assurance and Safety: Implement and enforce robust quality management plans and safety protocols to ensure all work meets stringent naval standards and regulations. Collaborate with quality assurance departments to achieve final customer acceptance.
  • Operational Planning: Engage in work specification development, material procurement, and scheduling to ensure effective maintenance planning and execution.
  • Problem Resolution: Drive the resolution of technical and logistical challenges to prevent project delays. Analyze project data and key performance indicators (KPIs) to provide early alerts and develop mitigation plans for potential issues.
  • Continuous Improvement: Participate in project reviews and post-mortem analyses to identify areas for improvement and implement best practices.

Required Education, Experience, & Skills
  • Experience:
    • Minimum of 12 years of experience managing complex projects with cross-functional teams and U.S. government contracts, including familiarity with DoD or Navy reporting.
  • Education:
    • A Bachelor's degree in Engineering, Business, Project Management, or a related field.
  • Skills:
    • Understanding of ship repair processes and NAVSEA standards.
    • Proficiency in project management software.
    • Strong leadership, communication, and negotiation skills.
  • Security: Ability to obtain and maintain a US government security clearance.

Preferred Education, Experience, & Skills
  • Certifications:
    • Project Management Professional (PMP)

Pay Information
Full-Time Salary Range: $150370 - $255630
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
