Job Description
BAE Systems, Inc. is currently hiring a Director of Programs - Fabrication to join the Maritime Solutions Jacksonville leadership team. In this role, you will be responsible leading our burgeoning Submarine and Surface Ship Fabrication efforts to achieving company goals, specifically safety and delivery of projects under budget and on-time while maintaining quality and relationships. In this role, you will also be responsible for partnering in the buildout, strategy, growth, and management of Maritime fabrication programs in the Maritime Solutions portfolio. Responsible for overall program operations and growth, work to identify and pursue new maritime fabrication opportunities. Participate in proposal activities, engagement with potential industry partners, and defining overall priorities for these pursuits. Upon award, program responsibilities include effective oversight of all contractual activities, successful delivery of program artifacts, achievement of financial goals, and establishment of strong relationships across the organization. Lead cross-functional teams in a fast-paced dynamic customer environment. Serve as a key point of contact, provide strategic guidance to the program team, and interface with senior corporate and customer personnel. Develop new, innovative ways to manage multiple projects for our customers. Leverage fabrication best practices and open capacity across BAE Systems other shipyards and locations, to maximize shop utilization and lower market burdened rate.
Responsibilities:
  • Lead the Fabrication program to meet shipyard business objectives
  • Responsible for initiating, planning, executing, monitoring, and controlling the submarine module fabrication and outfitting program in Jacksonville, FL.
  • Maintain a strategic view of program performance and evaluate overall resource requirements (people, equipment, infrastructure) consistent with the business plan and projected work volume
  • Work with Planning, MROC Programs, and Operations to build accurate schedules, budgets, and staffing plans that are used to monitor, control, and adjust workflows as the projects progress
  • Lead the estimating and planning phases for Fabrication effort by working with the trades, fabrication planners, engineering, estimating, and QA on estimates and execution strategy with profitable capture of projects as primary objective
  • For assigned programs, projects, and personnel, execute strategies, policies, practices, and programs that leverage the corporation's skills, capabilities, and experience for government and commercial customers in support of business objectives
  • Develop and clearly communicate program vision for assigned projects, ensuring the consistent required level of program Safety, Cost, Schedule, and Quality adherence, and operating within customer defined standards items
  • Develop the overall strategy for all fabrication and outfitting programs for the site.
  • Responsible for customer engagement and oversight of the development of bids, processes, training, tooling, and infrastructure improvements as necessary to grow and sustain the submarine fabrication and module strategy
  • Work with and integrate support matrix functions (Scheduling, Procurement, Contracts, Finance, Operations, etc.) to achieve business goals
  • Conduct regular reviews of program performance through Earned Value Management (EVM) to ensure program objectives are met, including budget and time constraints
  • Maintain and comply with BAE Systems Life Cycle Maintenance (LCM) process
  • Participate in contract negotiation and changes; coordinate preparation of proposals, business plans, operating budgets, and financial terms/conditions of the contract
  • Manage program financials in accordance with BAE Systems policies and standards
  • Meet and engage with clients and stakeholders to establish relationships, understand requirements, and communicate accomplishments or issues
  • Ensure collaboration between program and stakeholders
  • Monitor, control, and communicate project budget, staffing, schedule, and performance status; prepare status reports; and effectively manages program and project scope
  • Identify and assess project risks and issues, and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives
  • Interpret and recommend modifications to company-wide policies and practices
  • Define objectives in collaboration with senior management and assess results from relatively long-term perspective
  • Serve as a quality-focused, schedule-driven, and cost-conscious leader, driving delivery of programs on time and under budget

Required Education, Experience, & Skills
  • Bachelor's Degree and 12 years work experience or equivalent experience
  • Experience in Program/Operations Management
  • Experience in People Management/Leadership
  • Experience in Marine/Maritime, Shipbuilding/Ship Repair, or similar industry
  • Experience in planning, scheduling, budgeting, estimating, resource allocation, and risk and opportunity management
  • Knowledge of shipyard production procedures, fabrication, and related government regulations and administrative procedures
  • Knowledge of shipyard craft operations related to machinery, tooling, safety, etc.
  • Ability to develop and implement strategic plans
  • Ability to schedule, direct, and organize work within a diverse department and coordinate cross-functionally to maintain efficiency
  • Ability to work within a dynamic environment and respond well to last minute, high priority, time sensitive projects
  • Ability to interface and communicate with all levels of internal and external stakeholders
  • Ability to lead, coach, mentor, and motivate employees in an evolving production environment
  • Ability to facilitate group decision-making, team building, and conflict resolution
  • Ability to react and perform in emergency situations
  • Self-starter that is well-organized, detail-oriented, and customer-focused
  • Strong analytical and problem-solving skills
  • Strong communication and presentation skills

Preferred Education, Experience, & Skills
  • Advanced Degree in Engineering, Project Management, Business, Finance, or similar
  • Experience in Change Management and Continuous Improvement
  • Knowledge of OSHA and Environmental regulations
  • Ability to understand work specifications, work orders, blueprints, contracts, and technical publications
  • Ability to support growth initiatives, business development strategies, proposal development, and contract negotiations
  • Ability to lead workforce development, training, upskilling, reskilling, etc.
  • Comfortable working in an industrial shipyard environment

Pay Information
Full-Time Salary Range: $150370 - $255630
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
