General Description:
We are seeking an experienced and strategic Director of Procurement with expertise in managing both Government and commercial procurement processes. This role requires a highly organized, consumer-focused leader with a deep understanding of CPSR audit requirements and the procurement lifecycle. The ideal candidate will possess strong critical thinking abilities, exceptional multitasking skills, and the capacity to operate effectively in a fast-paced environment. A successful candidate will demonstrate both leadership and technical expertise, ensuring alignment of procurement activities with corporate strategies.

Essential Duties:
Lead and manage the day-to-day operations of the Procurement Team, overseeing purchasing activities for Government and Commercial Programs, including R&D and manufacturing materials, services, and all internal company purchases.
Develop and enforce standardized, detail-oriented procurement policies and procedures, ensuring compliance with CPSR requirements. This includes preparing supporting documentation, conducting price/cost analysis, justifying sole-source decisions, drafting binding contracts, and addressing order terms and modifications.
Provide expert guidance on procurement activities for R&D versus production environments, ensuring compliance with Government regulations and internal corporate strategies.
Conduct internal audits of procurement processes to ensure adherence to CPSR and other regulatory requirements. Prepare and submit FFATA filings as required.
Review and approve Government purchases and ensure compliance with Government purchasing documentation, including CPSR requirements. Manage vendor data, wire requests, and procard reconciliations.
Oversee and manage contract closeout documentation, ensuring compliance and proper reconciliation.
Maintain strong relationships with vendors and suppliers, resolving complex issues including trade compliance, Incoterms, warranty, and acceptance procedures. Foster collaboration with internal departments, including Technical, Quality, Property, Trade Compliance, and Finance.
Research, prepare, issue, and track complex purchase orders, expediting deliveries as necessary and maintaining thorough records.
Assist with various procurement-related projects, reports, and data analysis.
Liaise with the Subcontracts Manager, Director of Contracts, Subcontracts and Procurement, and Legal team to ensure alignment with company standards for pending subcontracts.

Required Skills:
Comprehensive knowledge of the full procurement lifecycle, including Government regulations, and the ability to resolve issues within complex procurement environments.
In-depth understanding of Government procurement regulations, including FAR/DFARS compliance, price justification, property regulations, and CPSR/DCAA audit processes.
Proven negotiation skills for securing favorable business terms across pricing, quantity, delivery, and contractual terms. Understanding of legal terms related to indemnification, liability, Incoterms, and warranties.
Strong conceptual and problem-solving skills, with the ability to collaborate effectively and resolve complex challenges.
Exceptional written, verbal, and organizational skills, with a keen attention to detail. Professional communication skills, with the ability to foster strategic relationships across internal and external stakeholders.
Collaborative team mindset, with the flexibility to address emerging issues and the awareness of when to escalate challenges. Strong conflict resolution abilities.
Ability to manage multiple projects and priorities simultaneously in a fast-paced environment with minimal supervision.
Proficiency in MS Word, PowerPoint, Excel, and the ability to analyze data and present information effectively.
Familiarity with OnBase and Costpoint is highly desired.
Experience providing strategic leadership and oversight of the full supply chain function, including procurement, logistics, inventory management, and supplier performance, ensuring alignment with government contract requirements and organizational objectives is preferred.
Proven experience leading, mentoring, and developing a high-performing supply chain team, fostering a culture of accountability, continuous improvement, and cross-functional collaboration is preferred.
Having served as a key liaison with executive leadership, program management, finance, contracts, and compliance to align supply chain operations with contract deliverables and organizational goals is preferred.
Overseen supplier risk management, cost control initiatives, and performance metrics to ensure on-time delivery, cost-effectiveness, and quality across the supply chain is preferred.
Proficiency ensuring audit readiness and full traceability of procurement and logistics activities for internal and external reviews, including DCAA/DCMA audits is preferred.
Ability to drive innovation and scalability in supply chain operations to support company growth, contract wins, and evolving federal customer needs is preferred. 

Required Education:
BS/BA degree is required.
A minimum of 7+ years of in-house procurement management experience, including direct interaction with Government auditors, third-party vendors and suppliers, internal stakeholders, and in-house Legal teams.

Compensation:
The base salary range for this full-time position is $145,745 - $186,688 + bonus + benefits.
Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
