BlackRock's Compliance Department protects BlackRock’s reputation and provides advice to the business with a focus on safeguarding clients’ best interests. The department operates in a dynamic environment, supporting evolving business strategies while advising on the impact of regulatory developments. The team is committed to putting clients at the center of everything it does, strengthening BlackRock’s culture of compliance, providing thought leadership on regulatory developments, and fostering excellence across the Compliance function. In partnership with Legal, the Compliance Department oversees compliance with applicable laws and regulations, establishes and maintains policies and procedures, monitors the effectiveness of compliance controls, oversees regulatory matters, and delivers compliance training across the firm.
The BlackRock Institutional Trust Company, N.A. (BTC) Compliance team oversees the compliance program for an Office of the Comptroller of the Currency-regulated trust bank that provides investment management and fiduciary services to institutional clients. The team is responsible for overseeing compliance with applicable laws, regulations, and internal policies, including regulatory obligations applicable to BTC, and works closely with business, Legal, Risk, and Compliance partners across the firm.
Your role and impact
Reporting directly to the BTC Chief Compliance Officer, this role will play a key leadership position in the continued evolution of the BTC compliance program. The successful candidate will have broad exposure across regulatory engagement, compliance program oversight, governance, risk management, and strategic business initiatives. Serving as a trusted advisor to senior stakeholders, this individual will help shape the direction of the compliance program within a dynamic regulatory environment. The role requires sound judgment, independent decision-making, and the ability to drive execution across critical compliance priorities while contributing to the long-term development of the BTC Compliance function.
Your responsibilities

The scope of this role also includes the following responsibilities:
- Partner with the BTC Chief Compliance Officer to oversee and enhance the compliance program, drive strategic priorities, and advance continuous improvement.
- Lead engagement with the Office of the Comptroller of the Currency, including examinations, supervisory interactions, regulatory inquiries, remediation activities, regulatory responses, and management reporting.
- Implement and enhance compliance programs, governance frameworks, policies, procedures, and associated testing and monitoring activities.
- Advise business, Legal, Risk, and Compliance partners on regulatory requirements, new business initiatives, and emerging compliance risks.
- Manage and develop compliance professionals while advancing talent development and organizational effectiveness across the team.
- Represent BTC Compliance in governance forums, working groups, cross-functional initiatives, and other strategic projects.
Your experience
- Substantial experience in a legal, compliance, regulatory, or risk management role within financial services; experience as a Chief Compliance Officer at a smaller institution and/or a senior compliance leader within a large financial institution is strongly preferred.
- Significant experience with bank regulatory frameworks and entities regulated by the Office of the Comptroller of the Currency; experience with entities regulated by the Securities and Exchange Commission is a plus.
- Demonstrated ability to lead regulatory examinations and relationships, as well as complex remediation and governance initiatives.
- Demonstrated ability to manage, develop, and support high-performing compliance teams.
- Ability to influence and communicate effectively with regulators and senior executives, supported by strong written and verbal communication skills.
- Strong risk awareness, attention to detail, organizational skills, and the ability to manage competing priorities with a business-focused, solution-oriented approach.
- Familiarity with asset management, fiduciary activities, collective investment funds, and Employee Retirement Income Security Act of 1974 (ERISA) requirements is preferred; a bachelor's degree is required, and an advanced degree, Juris Doctor, or equivalent professional qualification is welcome.
