Panagora
Group, a woman- and employee-owned small business specializing in global health
and foreign assistance, seeks Director of Global Talent Acquisition and
Deployment for an anticipated multi-year Global Technical Support Services (TSS)
Project funded by the U.S. Department of State/Bureau of Global
Health Security and Diplomacy (GHSD). TSS
will provide a broad range of on-demand professional services that strengthen the
Department of State’s capacity to plan, implement, manage, evaluate, and
oversee critical life-saving foreign assistance programs, including global
health and humanitarian initiatives, and related operational activities. TSS
will provide rapid access to specialized expertise and scalable third party
contracted personnel solutions to enhance operational efficiency,
accountability, and data-driven decision-making in support of Department of
State priorities.

Primary Responsibilities
The Director will
oversee global recruitment, hiring mechanisms, mobilization, compliance,
lifecycle management, and performance oversight of all contracted personnel
deployed under TSS. The Director shall ensure Panagora provides end-to-end
contracted personnel solutions for U.S. citizens, host-country nationals, and
third-country nationals, including STTA, LTTA, embedded advisors, and advisory
teams.
Primary
responsibilities include but are not limited to:
- Development and execution of global recruitment strategies;
- Oversight of candidate sourcing, vetting, and submission
processes;
- Selection and implementation of appropriate hiring
mechanisms (e.g., direct hire, subcontract, Employer of Record (EOR),
Professional Employer Organization (PEO));
- Compliance with Department of State regulations, DSSR (as
applicable), host-country labor laws, tax requirements, and work authorization
requirements;
- Oversight of compensation structuring, payroll
administration, benefits, insurance, and statutory obligations;
- Mobilization logistics, including visas, housing, travel,
onboarding, IT provisioning, and equipment;
- Lifecycle personnel management, performance monitoring, and
compliant offboarding;
- Maintenance of a global roster of qualified subject matter
experts;
- Achievement of contracted personnel performance standards
and mobilization timelines.
Requirements
Minimum Qualifications:
- Bachelor degree in Human Resources,
Business Administration, International Relations, or related field.
- Minimum of 12 years of progressively responsible experience
in international recruitment and workforce management.
- Demonstrated experience managing recruitment and deployment
of both U.S. citizens and foreign nationals across multiple countries.
- Demonstrated experience utilizing global employment
mechanisms such as EORs, PEOs, and subcontracting arrangements.
- Strong knowledge of international labor law compliance and
employment administration.
- Experience managing contracted personnel for large U.S.
Government-funded contracts (preferred).
- Demonstrated experience managing high-volume, rapid
mobilization of contracted personnel requirements.
- Excellent organizational and communication skills.
