Director, Finance and Contracts

Position Summary

The Director of Finance and Contracts will serve as CSL's senior finance leader. Reporting directly to the Chief Operations Officer (COO), this role will act as a key executive partner, designing and overseeing the robust financial systems, contract frameworks, and compliant growth strategies. This is a full-time, salaried position offering a fully remote or hybrid working environment and a culture dedicated to maintaining a sustainable, balanced workweek (averaging 40 to 45 hours). The Director will oversee CSL's Financial Analyst and coordinate closely with the entire Business Operations Team and with teaming partners, Joint Venture (JV) partners, and external accounts.

Key Areas of Responsibility

Strategic Financial Leadership & Executive Partnership

  • Executive Advisory: Serve as a key strategic partner to the COO, translating complex financial data, indirect rate projections, and contract compliance parameters into actionable business intelligence to guide corporate growth. 
  • Strategic Growth Modeling: Design and maintain long-term financial models, scenario plans, and cash flow projections to support CSL’s expansion and capitalize on new market opportunities. 
  • Executive Board Prep: Develop and present comprehensive financial briefs, dashboard metrics, and contract portfolio risk assessments for CSL’s executive leadership. 

Financial Management, ERP Implementation, & Reporting

  • ERP Modernization: Lead the enterprise-wide implementation and adoption of CSL's newly selected ERP and Project Accounting platform to streamline project accounting, DCAA compliance, and real-time dashboarding.
  • Financial Performance: Oversee company-wide financial performance, including portfolio revenue tracking, gross margin analysis, and net profit margin monitoring.
  • Budgeting & Forecasting: Head annual budget development and quarterly forecast updates in coordination with the Financial Analyst, Portfolio Leads, and the COO. 
  • DCAA Compliance: Manage and maintain DCAA-compliant cost accounting practices, including proper segregation of direct, overhead, G&A, and unallowable costs. 
  • Indirect Rates: Develop, maintain, and update indirect rate structures (overhead, G&A, fringe) for use in profitability analysis, proposals, and incurred cost submissions. 
  • Audit & Close Operations: Oversee month-end and year-end close processes in coordination with the Financial Analyst and external accounting partners, while directing the company's preparedness and response for external financial audits and reviews.
  • Expense & Travel Governance: Implement and oversee CSL's corporate travel and expense compliance policies under FAR Part 31. 

Contracts, Proposal Pricing, & Business Development Support

  • Business Operations Review: Review and flag financial and compliance restriction clauses in client contracts and subcontracts during the business operations contract review process. 
  • Proposal Pricing: Develop cost volumes and pricing strategies for CSL proposals, including labor rate buildup, indirect rate application, and fee determination, ensuring accuracy, compliance, and alignment with solicitation requirements. 
  • Teaming Partner Liaison: Serve as a primary point of contact for teaming partners and clients, providing external-facing consultation on cost structures, rate competitiveness, and proposal approach on CSL’s behalf. 

Federal and State Registrations & Tax Compliance

  • Multi-State Tax Compliance: Provide strategic oversight for multi-state corporate and payroll tax compliance, leveraging external CPA partners to execute registrations and filings as CSL expands its remote footprint. 
  • Tax Prep Partnership: Serve as the primary point of contact for external accountants for annual federal and state tax returns, including sales-by-state reporting. 
  • Tax Schedule Management: Manage quarterly estimated federal and state tax payment schedules and execution. 

Team and External Partner Coordination

  • Collaborative Team Leadership: Partner with, mentor, and guide the Financial Analyst, establishing a collaborative framework to optimize workload distribution, professional growth, and the delivery of high-quality financial insights. 
  • Strategic Program Governance & Reporting: Direct the financial compliance, reporting obligations, and partner coordination. Manage the integration of the SBA 8(a) program, Mentor-Protégé relationships, and JV structures.
  • Executive Dashboard Partnership: Collaborate directly with the COO to design and track corporate financial dashboards, key performance metrics, and operational tools that equip firm leadership with real-time strategic insights. 
  • Cross-Functional Policy Governance: Oversee the Business Operations Team to establish, govern, and streamline corporate procurement processes, purchasing controls, and company-wide financial policy adherence. 

Qualifications

Required Experience & Skills

  • Experience Level: 8+ years of progressive financial management and accounting experience.
  • Government Contracting Expertise: At least 2 years of dedicated experience in a federal government contracting (GovCon) environment, with working familiarity of FAR Part 31 and DCAA compliance.
  • Systems & Platform Expertise: Proficiency in Expensify or comparable expense management platforms, along with familiarity with time-tracking tools (e.g., Harvest) and GovCon-specific project/program management accounting systems (e.g., Unanet, Deltek).
  • External Partner Management: Demonstrated experience successfully managing relationships, deliverables, and expectations with external CPA and accounting firms.
  • Proposal Pricing: Experience developing cost volumes and pricing strategies for federal proposals (including cost-plus, T&M, and firm-fixed-price contract types).
  • Cost Accounting: Strong working knowledge of allowable versus unallowable cost rules and proper cost pool allocation.
  • Tech-Forward Mindset: An active interest in leveraging AI tools to optimize financial analysis, pricing models, and contract workflows.
  • Execution & Detail: Exceptional attention to detail, strong organizational skills, and the proven ability to manage multiple priorities simultaneously in a fast-paced environment.
  • Education Level: Bachelor’s degree in a relevant field required. 

Preferred Experience

  • Small Firm Dynamics: Experience working within a small, rapidly growing professional services or consulting firm.
  • Specialized Program Structures: Familiarity with Mentor-Protégé, 8(a), and JV program structures and their associated financial reporting obligations.
  • Professional Certifications: CPA (Certified Public Accountant), CFCM (Certified Federal Contract Manager), CPCM (Certified Professional Contract Manager), or equivalent professional certifications are highly valued but not required.

Compensation

Converge Strategies, LLC, offers a competitive salary, vacation, and benefits package, including health insurance and retirement benefits (including 401(k) matching). This is a full-time, salaried position. The target annual salary range for this role is $155,000 - $175,000, with final compensation determined by experience and qualifications. Employees are eligible for an annual incentive under the CSL Annual Incentive and Merit Plan.
