Job Summary:

The Director of Business Development — Spectrum Dominance develops and executes the business-development and growth strategy for Voyager's software franchises, and is accountable for bookings and qualified pipeline across the five-year plan. Working in close partnership with the business-unit and product leaders who own the P&L, the Director drives a land-and-expand growth motion: positioning and winning an initial contract in each customer buying center, then growing bookings year over year by capturing adjacent program offices and expanding contract scope within the same customer. They will shape and position Voyager's capabilities — proven in the nation’s most sensitive intelligence missions — as commercial-off-the-shelf offerings for buyers beyond that founding customer, help stand up the commercialization approach that turns proven software into repeatable product sales, and direct named business-development leads against specific programs of record across the U.S. Department of War, the Intelligence Community, and allied partners. They will position each franchise — Verdict, Impulse, Zenith, and Nebula — to grow by stacking programs within customers, and will represent growth strategy and pipeline to executive leadership and engage the customer at the service, command, and acquisition levels. This role reports to the Executive Vice President, Growth — Business Development.

This is a hybrid position based out of our Long Beach, CA office.

Responsibilities:

  • Owns the Spectrum Dominance growth number — accountable for bookings (sales) and qualified pipeline across the four software franchises in alignment with the Annual Operating Plan (AOP) and Long-Range Strategic Plan, and accountable for meeting or exceeding AOP Bookings.
  • Drives the land-and-expand growth motion per customer buying center — positions and wins an initial contract to secure position and accreditation, then grows bookings year over year by capturing adjacent program offices and expanding contract scope within the same customer.
  • Positions mission-proven software as COTS offerings — shapes and packages Verdict, Impulse, Zenith, and Nebula — proven with the Intelligence Community — for buyers beyond that founding customer, moving the growth motion away from labor-by-the-sprint services toward repeatable, datasheet-and-price product sales.
  • Helps establish the commercialization approach — partners with product and business-unit leadership on the pricing, product-management, and packaging capability that turns proven software into repeatable product sales; champions one voice per customer, product managers alongside delivery engineers.
  • Directs named business-development leads against programs of record — positions and captures franchise opportunities across Space Force, Army, Navy, SOCOM, the Air Force, the Intelligence Community, and allied partners, qualified by appropriated budget, stated program-office need, and product fit.
  • Shapes pre-solicitation demand and manages the capture lifecycle — engages customers, program offices, and partners to shape requirements; leads responses to RFIs, RFPs, and related customer and teaming requests toward award.
  • Tracks markets, competition, and pipeline — monitors emerging Space Edge and Golden Dome demand, competitive positioning, and pricing trends; maintains disciplined pipeline generation, opportunity qualification, and reporting in Salesforce.
  • Represents growth strategy to executive leadership and the customer — briefs C-suite and corporate stakeholders on growth strategy, pipeline, and captures, and engages customers at the service, command, and acquisition levels.
  • Fosters an entrepreneurial, product-first growth culture across business development, technology and product development, finance, and marketing to yield sustainable long-term growth.

Required Qualifications:

  • Bachelor's degree in engineering, science, or management fields; master's degree in business administration or engineering preferred.
  • 7+ years leading sales, business development, or growth teams within a technology, defense, or aerospace company, with accountability for a bookings or sales-growth number.
  • 5+ years of experience supporting or executing ISR, AI/ML, or software-defined defense efforts or operations.
  • Demonstrated experience commercializing a technical capability into a repeatable product, or running a land-and-expand / recurring-revenue growth motion — SaaS, COTS software, or productized government software strongly preferred.
  • Demonstrated track record carrying and meeting a bookings or sales-growth number, with disciplined pipeline and forecasting rigor.
  • Experience executing corporate-level business development activities, including briefing executive leadership.
  • Working knowledge of DoW and Intelligence Community acquisition, programs of record, and pre-solicitation shaping.
  • Excellent interpersonal and communication skills; ability to communicate with prospective customers and clients, partners, vendors, and the press.
  • Must have a current DoD Secret Clearance; Top Secret Clearance preferred.
  • Must be willing to travel up to 50% of the time to meet business objectives.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
