Contracts Project Manager – State Government Contracting

What can you expect?

The Contracts Project Manager for State Government Contracting is responsible for overseeing the entire lifecycle of contract project management, within the framework of state government regulations and procurement policies. This role involves coordinating cross-functional teams, managing timelines, mitigating risks, and ensuring compliance with state-specific contracting laws to support public sector projects and initiatives to support timely and informed decision-making.

We will count on you to:

  • Lead and manage contracts related to state government projects, ensuring adherence to state procurement laws, regulations, and policies, from initiation through execution and closeout.
  • Ensure contracts comply with company policies, state-specific requirements, including transparency, reporting, and audit readiness.
  • Coordinate and communicate with internal teams; Legal, Contracts and Compliance, Business Development, Information Security, Operations and Client Management, to align contract objectives and deliverables.
  • Monitor contract deliverables and timelines to ensure compliance with state government standards.
  • Coordinate and oversee ad-hoc preparation activities to ensure a seamless and efficient transition process following a contract award.
  • Maintain detailed and organized contract documentation in accordance with state record-keeping requirements.
  • Identify, mitigate and communicate risks related to contract terms, regulatory compliance, and project execution within the public sector context.
  • Prepare and communicate contract status reports and contractual compliance updates.
  • Stay current on changes in state procurement laws, regulations, and best practices to ensure ongoing contractual compliance.
  • Implement process improvements to enhance contract management efficiency and effectiveness in the government contracting environment.

What you need to have:

  • Bachelor’s degree in Public Administration, Business Administration, Law, Contract Management, or related field. A Master’s degree or relevant public sector education is advantageous.
  • Minimum 5 years of contract management or project management experience, with at least 3 years focused on state government contracting or public sector procurement. Experience navigating state regulatory environments is essential.
  • Knowledge of state procurement laws and regulations, contractual compliance management, stakeholder engagement, risk management, project management.
  • Strong understanding of public sector transparency and audit requirements, ability to manage complex government contracts, excellent communication skills, and capacity to work collaboratively with diverse government and internal stakeholders.
  • In-depth knowledge of state government procurement processes, contracting regulations, and compliance requirements.
  • Strong communication skills tailored to public sector stakeholders.
  • Ability to interpret and apply complex government contracting rules and policies.
  • Experience managing multiple contracts and deadlines in a regulated environment.
  • Proficiency with contract management systems and government procurement platforms.
  • Strong analytical and problem-solving skills with a focus on risk mitigation.
  • Ability to collaborate effectively with appropriate internal and external stakeholders.

  • Certifications such as Certified Public Procurement Officer (CPPO), Certified Professional Contracts Manager (CPCM), Project Management Professional (PMP), or state-specific procurement certifications are preferred.

Marsh is committed to hybrid work, which includes the flexibility of working remotely and the collaboration, connections and professional development benefits of working together in the office. All Marsh colleagues are expected to be in their local office or working onsite with clients at least three days per week. Office-based teams will identify at least one “anchor day” per week on which their full team will be together in person.

The applicable base salary range for this role is $109,400 to $218,900.

The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis. In addition to the base salary, this position may be eligible for performance-based incentives.
