First 5 Alameda County is seeking a Contracts & Budget Analyst to support the Agency's contracting, procurement, budgeting, and grant administration activities. In this role, you'll work closely with program and finance staff to help manage contracts, monitor budgets, ensure compliance with funding requirements, and support financial reporting. This is an excellent opportunity for someone who enjoys working with data, solving problems, and collaborating across teams to support programs that improve outcomes for children and families.

 

  • Assist with developing, reviewing, and managing contracts and procurement documents.
  • Monitor contract and grant compliance and help ensure deadlines and requirements are met.
  • Support program budget development, tracking, forecasting, and expense reconciliation.
  • Prepare financial reports, budget updates, and required grant reporting.
  • Review contracts for completeness, accuracy, and potential risks.
  • Conduct contract compliance reviews and help coordinate contract amendments.
  • Assist with fiscal year-end activities, audits, and financial reconciliations.
  • Provide guidance and support to staff on contracting, procurement, budgeting, and financial processes.
  • Help maintain contract, procurement and grant management systems and records.
Qualifications

Experience and Training:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:


One (1) year in contract compliance and budgeting and equivalent to a bachelor's degree in public or business administration, accounting, or a closely related field. A degree is not required and relevant experience may substitute for education requirement.


Knowledge of:

  • Contract administration and procurement
  • Budget development and financial tracking
  • Grant and regulatory compliance
  • Financial reporting and analysis
  • Public sector accounting principles (preferred)
  • Microsoft Office and other relevant software

Ability to:

  • Analyze financial and contract information accurately.
  • Prepare accurate contracts, reports and documentation.
  • Stay organized and manage multiple priorities.
  • Build positive working relationships across teams.
  • Communicate clearly in writing and verbally.
  • Interpret policies, regulations, and contract requirements.
  • Exercise sound judgment and attention to detail.

 

Please note: 

  • We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested. 
  • All First 5 employees must live and work in California. 
  • The salary range for this position is $74,000 to $106,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.  
  • We conduct reference and background checks for all potential employees.
