Compliance Officer, Growth Programs

We are looking for a highly organized, technically fluent, and product-minded individual to join our Schemes Compliance team as a Compliance Officer for our Growth vertical. This role is focused on enabling business growth across new products, markets, partners, payment methods, and network programs by driving cross-functional execution and building scalable operating solutions.

You will work at the intersection of Payments Compliance, Product, Engineering, Commercial, Partnerships, Legal, and Operations to unblock launches, shape requirements, and translate complex business and network needs into structured, scalable programs. This role is ideal for someone who thrives in ambiguity, can lead without authority, and enjoys solving complex operational and product problems through clear program management and execution discipline.

What you’ll do

  • Lead cross-functional programs that enable new products, markets, payment methods, partner integrations, and network programs to launch compliantly and at scale.
  • Drive end-to-end execution for growth initiatives, from problem definition and requirements gathering through launch, monitoring, and post-launch optimization.
  • Partner with Product and Engineering to define business requirements, operational models, control needs, and system enhancements that reduce manual work and create scalable solutions.
  • Work closely with Commercial, Partnerships, Legal, Risk, and regional stakeholders to align on launch readiness, sequencing, ownership, and dependencies.
  • Identify gaps between business ambition, network or partner requirements, and operational reality, and help design pragmatic solutions that unlock growth.
  • Develop and maintain program plans, decision logs, milestones, and governance routines for strategic initiatives.
  • Escalate blockers, risks, and unresolved issues with clear recommendations and options for decision-making.
  • Support the design of repeatable frameworks for evaluating merchant use cases that do not fit neatly within existing network mandates.
  • Coordinate testing, readiness, launch, and post-launch reviews for complex initiatives with global impact.
  • Build documentation, training materials, and playbooks that improve team efficiency and organizational clarity.
  • Track metrics, issues, and outcomes to ensure programs are delivering business value and meeting control expectations.
  • Help standardize scalable processes and operating models across regions and product lines.

Who you are

  • 5+ years of experience in technical program management, product operations, payments, fintech, risk, compliance, or similarly cross-functional roles.
  • Strong understanding of payments infrastructure, payment methods, network rules, or merchant payment flows.
  • Experience working closely with Product and Engineering teams to launch or improve systems, workflows, or controls.
  • Demonstrated ability to manage complex, multi-stakeholder initiatives with competing priorities and dependencies.
  • Excellent organizational skills, with a structured approach to planning, execution, risk management, and follow-through.
  • Strong written and verbal communication skills, with the ability to synthesize complexity into clear recommendations.
  • Comfortable working in ambiguous, fast-paced environments and making progress without full information.
  • Ability to influence and drive alignment across teams without direct authority.
  • A bias toward scalable solutions, automation, and operational efficiency.
  • Experience supporting launches or changes that involve compliance, product, legal, or partner considerations is a plus.
  • Exposure to merchant onboarding, payment methods, scheme rules, or financial partner programs is a plus.
  • Ability to think both strategically and operationally, balancing business goals with control requirements.
  • Fluency in English and Japanese.
