The Job

We’re looking for a Capture & Proposal Manager to coordinate cross-functional capture and proposal efforts throughout the full lifecycle of opportunity pursuit—from qualification through submission and follow-up. Think of this as a program management role where the “program” is a portfolio of live opportunities. You’ll facilitate SkyFi’s capture and proposal process acrossRFIs SBIRs, RFPs, BAAs, and commercial bids, keeping cross-functional teams aligned, on schedule, and producing winning proposals. The ideal candidate blends strong organizational discipline with an aptitude for technical communication and thrives as the connective tissue between BD, Sales, Program, Product, Engineering, Legal, and Finance.

This role reports to the Director of Programs.

  • Own and improve the end-to-end capture and proposal process (Identify → Qualify → Propose → Review → Submit → Follow Up).

  • Serve as Proposal Lead on active pursuits: run kickoffs, assign writers, set milestones, and drive proposals through each sub-phase.

  • Build and maintain a proposal document library of reusable templates (cover letters, SOWs, compliance matrices, cost volumes, past performance).

  • Coordinate the weekly qualification meeting: prepare scorecards, facilitate go/no-go decisions, and ensure capture strategies are complete.

  • Drive cross-functional collaboration across BD, Sales, Product, Engineering, Legal, and Finance to produce compliant, compelling proposals.

  • Translate complex technical concepts into clear, persuasive proposal narratives for government and commercial evaluators.

  • Own proposal schedules and status reporting in HubSpot; surface blockers early and keep deadlines on track.

  • Facilitate cross-functional reviews to stress-test win themes, compliance, and cost realism before submission.

  • Lead win/loss retrospectives and feed lessons learned back into templates, scorecards, and process.

  • Coordinate pricing and cost volume development with technical teams and Finance.

  • Manage multiple concurrent proposals while maintaining organized documentation and compliance artifacts.

  • Ensure on-time, compliant submissions across agency portals in partnership with BD/Sales.

What We Are Looking For
  • 8+ years in proposal management, capture management, or program management within government contracting or dual-use tech.

  • Proven track record leading proposals from capture through submission for SBIRs, RFPs, BAAs, or similar solicitations.

  • Strong technical communication skills—able to distill engineering concepts into clear, evaluator-friendly narratives.

  • Exceptional organizational skills with the ability to manage multiple concurrent opportunities at varying stages.

  • Foundational understanding of engineering and product development to support credible scoping and technical writing.

  • Experience with CRM and pipeline tools (HubSpot preferred) for deal tracking and reporting.

  • Familiarity with government procurement processes, FAR/DFARS, and common submission portals.

  • Collaborative leadership style—comfortable driving outcomes across multiple functions without direct authority.

  • Ability to create and refine process: templates, scorecards, checklists, and workflows that scale.

  • Flexible and creative in adapting to tight timelines, varying solicitation types, and evolving requirements.

Nice to Have
  • PMP, APMP, or Shipley certification.

  • Experience in the space, defense, or Earth observation sectors.

  • Familiarity with SBIR/STTR program structure, including Phase I → Phase II positioning strategies.

  • Experience building proposal operations from the ground up at a startup or small business.

  • Hands-on experience with pricing and cost volume development, including rate structures, LOE estimation, and budget narratives.
