The Role:
The Business Operations Analyst is responsible for defining and communicating comprehensive solutions that integrate application software, operating platforms, and third-party components to deliver best-in-class information management systems for municipal and state public sector organizations. This role leads the scoping of service hours for potential business, ensuring proposals are accurate and competitive. The analyst provides guidance for upgrades, additions, and legacy product deployments, and works closely with sales teams to capture customer technical requirements, understand technologies, and recommend approaches that address client needs. As the primary liaison between sales and other business units—including planning, design, development, deployment, pricing, and support—the analyst maintains a broad understanding of all technical and integration aspects of company solutions, both on-premise and cloud-based. Additionally, this role reviews current business processes related to scoping, identifies trends, and delivers actionable reporting to streamline operations, eliminate inefficiencies, and automate processes where beneficial.

Job Duties Include:

• Lead the scoping of service hours for new business opportunities, collaborating with sales, product, and technical teams to capture requirements and develop accurate estimates.
• Define, design, and communicate technical solutions, ensuring all elements combine to meet client requirements and organizational standards.
• Analyze historical and current scoping data to identify trends, inefficiencies, and opportunities for process improvement.
• Develop and deliver reports, dashboards, and presentations to communicate findings and recommendations to stakeholders.
• Review and refine existing business processes related to scoping, focusing on streamlining workflows, reducing unnecessary steps, and automating repetitive tasks.
• Integrate data from multiple sources to ensure accuracy and integrity in scoping and operational analysis.
• Collaborate with cross-functional teams to ensure proposed solutions are feasible, cost-effective, and aligned with organizational strategy.
• Maintain high integrity and confidentiality regarding financial and operational information.
• Support sales and client-facing teams by providing technical and operational insights during proposal and contract capture processes.
• Stay current on industry best practices and emerging technologies to continuously improve scoping and operational processes.
• Perform all other duties as assigned.

Requirements:

• Bachelor’s degree or equivalent experience required.
• 2–4 years of experience in business operations analysis, solution architecture, or related fields, with a focus on service scoping or project estimation.
• Advanced proficiency in Microsoft Office Suite (especially Excel), Salesforce, and collaboration platforms (Teams, Slack, Yammer).
• Experience with RFP authoring tools (e.g., RFPIO) is desirable.
• Strong analytical, organizational, and presentation skills.
• Ability to handle multiple projects and tasks simultaneously, adapting quickly to changing business needs.
• Technical understanding of networking, server platforms, virtualization, and storage environments is a plus.
• Experience in process improvement, automation, and operational reporting.
• Ability to work independently and collaboratively across disciplines.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
