The Business Development Manager will lead growth initiatives in defense and aerospace, identifying opportunities, managing proposals, and maintaining customer relationships while ensuring compliance and strategic execution.

Our Sensors and Electronics Laboratory is composed of talented scientists and engineers with expertise in circuit design, advanced packaging, signal processing, integration and characterization of complex electronic systems.
We are seeking a dynamic and results-driven Business Development Manager reporting to the Director of Business Development to lead and support business growth initiatives from inception to completion. The ideal candidate will have a proven track record in data driven business development initiatives within the defense and aerospace sectors and be comfortable operating in fast-paced, multidisciplinary environments. The candidate will have sensors and electronics technology knowledge combined with proven experience in identifying market targets, government contracting, account planning, opportunity assessment and qualification, and align internal investments to customer markets.
Essential Duties:
Identify and cultivate new business opportunities with DoD, federal agencies, and defense primes
Build and maintain strategic working relationships with customers, partners, and stakeholders including senior executives, high ranking military or government officials, and VIPs of client organizations
Support the execution of technology transition roadmaps for radio frequency (RF), millimeter-wave, and electrooptic-infrared (EO-IR) sensing, communications, and electronic warfare products and systems
Monitor market trends and emerging technologies relevant to national defense and R&D
Build and maintain a robust pipeline of leads and opportunities capable of meeting or exceeding established business capture goals
Lead capture teams to develop proposal strategies and win themes that clearly differentiate HRL from competitors, while overseeing the creation of proposals and white papers for government solicitations.
Continually review progress toward marketing and bookings goals, reporting status to senior management
Collaborate proactively with diverse stakeholders—including customers and government program managers—to drive satisfaction and ensure successful delivery
Required Skills:
10+ years of experience in business development in the defense industry
Demonstrated success in securing government-funded R&D contracts from various agencies and R&D subcontracts from multiple primes and/or OEMs
Existing network of clients and collaborators in one or more of the following domains: RF communications, SATCOM, radar, and electronic warfare.
Strong knowledge of federal acquisition procedures, timelines, and contracting mechanisms
Competitor knowledge in assigned market space and experience in developing competitive assessments.
Excellent written and verbal communication skills
Proficiency with Microsoft Project, Office, Teams, and project collaboration tools
Systems engineering and/or application experience is preferred
PMP certification or equivalent project management training is preferred
Understand how to identify and mitigate risks and opportunities, resolve issues, and ensure program goals are achieved within budget and on time
Understand program compliance with relevant regulations, standards, quality, and security requirements
Required Education:
Bachelor’s degree in engineering, physics, computer science, or a related technical field
Physical Requirements
Required to work on-site and travel approximately 25% of the time
Special Requirements:
US citizenship and ability to obtain and maintain US Government security clearance
Active Secret clearance required
Active TS/SCI security clearance preferred
Compensation:
The base salary range for this full-time position is $120,715 - $150,895 + bonus + benefits.
