Scope of Work:
Capio Group is looking for an experienced Business Analyst to work as a part of the team to enhance the client's existing systems into a single solution by integrating a centralized database system. This integrated solution will eliminate duplicate and redundant data systems which would improve the tracking, regulation of licensing, compliance, and laboratory activities. The centralized system would streamline services for consumers, support more robust reporting, such as real-time tracking of applicant, licensee and compliance performance measures, trend analysis to inform policy development, and data-driven adjustments to business processes that increase efficiency and accountability. A centralized system would strengthen the client oversight by increasing operational efficiency, supporting evidence-based decision-making, improving customer service, and accelerating regulatory responsiveness.
The Business Analyst will be responsible for tasks including but not limited to:
- Define business requirements, including functional and technical.
- To conduct system Impact Analysis a Gap analysis of the existing systems and recommend alternative new solutions
- Requirements Analysis: Review and refine the system requirements documented in the initial phase, incorporating feedback from stakeholders.
- Evaluate different technology options and platforms for replacing systems, considering factors such as cost, performance, scalability, security, and vendor support.
- Alternative Analysis: Based on the gap analysis of the existing systems, client management will select the appropriate direction for the alternative technology platforms.
- Alternatives Analysis Report: An analysis of the assessment and gap analysis findings and identification of alternative solutions with pros and cons for the client decision making.
- Collaborate with client programs to streamline business processes.
- Clearly understand and define stakeholders.
- Create a stakeholder communication/engagement plan.
- Analyzing and documenting requirements during the PAL (stages 2-4) process.
- Assuming full responsibility and accountability for project documentation to meet the requirements of all stages of the PAL (stages 2-4) process.
- Conducting reviews of PAL documentation with client stakeholders. Escalate scope creep and requirement changes through the PAL (stages 2-4).
- Obtaining California Department of Technology (CDT) approval of documentation through all stages of the PAL(stages 2-4) process.
- Conduct/Participate in all meetings according to the Business Solutions Analyst Standards expectations (These meetings include Scrum ceremonies, JAD sessions, Document Review sessions, etc.)
- Review deliverables with internal and external stakeholders based on the stakeholder engagement plan.
- Identify and establish the scope and parameters of detailed requirements analysis on a business-by-business case basis to define IT business impact, outcome criteria, and metrics.
- Ability to Create epics from the high-level requirements, subsequent features, User Stories, and Acceptance Criteria
- Develop and utilize standard templates for the most complex IT systems to write requirement specifications accurately and concisely.
- Developing a data conversion and migration plan, assisting with the development of the project risk register, and performing a technical complexity assessment and governance plan.
- Performing analysis and evaluation of the existing as-is data in preparation for data clean up and migration to the new system.
Mandatory Experience:
- Within the last ten (10) years, must have a minimum of five (5) years of FTE experience applying analytical processes on IT projects.
- Within the last ten (10) years, at least three (3) years of applying analytical processes on IT projects experience must have been in business systems analysis and design.
- Must possess a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- Must possess a valid Certified Business Analysis Professional (CBAP) certification from the International Institute of Business Analysis (IIBA) or Equivalent certification, which will be verified. The certification is required and may not be substituted with additional experience. A copy of the certification must be provided upon request.
- Within the last ten (10) years, must have a minimum two (2) years of experience supporting California Department of Technology Project Approval Lifecycle (CDT PAL) Stage 2–4 projects and large system implementations.
- Within the last ten (10) years, must have a minimum two (2) years of experience preparing documentation for CDT Stage Gate Reviews.
- Within the last ten (10) years, must have a minimum one (1) year of experience with Accela Civic Platform or Accela licensing and enforcement modules.
- Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
- Within the last ten (10) years, familiarity with licensing, compliance, and enforcement workflows (strong preference for similar platforms to Accela).
- Within the last ten (10) years, strong vendor coordination skills, especially in multi-vendor or System Integrator (SI) environments.
- Within the last ten (10) years, experience with Agile and hybrid delivery (Scrum, SAFe, or Agile-Waterfall blends)
- Possession of PMI Agile Certified Practitioner (PMI-ACP), or equivalent Agile certifications. A copy of the certification must be provided upon request and may not be substituted with additional experience.
