JOB SUMMARY:

The Alternate Program Manager (APM) supports the Program Manager in the management and execution of the AFCAP VI basic contract and serves with full authority in the PM’s absence. The APM is a designated key person under the contract and assists in directing the Program Management Office, overseeing task order performance across geographically dispersed locations, and ensuring 24-hour responsiveness to Government requirements. The APM will actively support and promote the company’s vision, mission, and values.

DUTIES AND RESPONSIBILITIES:

  • Serve as a contract-level key person of record, remaining in position for a minimum performance period of at least 12 months.
  • Act on behalf of the Program Manager in their absence, with authority to make decisions and direct program activities.
  • Assist in maintaining the AFCAP Management Plan (CDRL A001) and its component plans, including staffing, quality control, procurement, subcontract management, safety, security, property control, contingency, and CTIP.
  • Support oversight of multiple task orders simultaneously, including coordination with Site Managers and Alternate Site Managers at each performance location.
  • Support engagement with the AFCAP Contracting Officer and Government Program Management Team, including plan updates, key personnel notifications, and maintenance of the Key AFCAP VI Contact Listing.
  • Assist in the preparation of executive reports, CDRLs, and performance reporting requirements.
  • Ensure personnel comply with the Joint Ethics Regulation (DoD 5500.7-R) and all host country, company, federal, and state laws, regulations, and requirements.
  • Support briefings and presentations to senior leadership and U.S. Government representatives.
  • Provide leadership, training, and development to foster a culture of continuous improvement and high performance.

QUALIFICATIONS:

  • Current, active SECRET security clearance (verifiable).
  • Two (2) years of program management experience within the last seven (7) years, with demonstrated expertise in each of the following areas:
  • Government appropriations
  • Engineering, Construction, Services, or Commodities
  • Government acquisitions
  • Management of multiple task orders of a magnitude greater than $400K
  • Willingness to sign a Letter of Intent committing to this role upon contract award and to provide a resume and experience narrative documenting qualifying efforts (scopes/types of work, dollar values, and number of efforts) completed within the last five years.
  • Proven verbal and written communication and interpersonal skills, with the ability to lead, coach, and supervise a team.

PHYSICAL REQUIREMENTS AND WORK CONDITIONS:

  • Task order locations may be remote, austere, or contingency environments, requiring adaptability and resilience.
  • Must maintain 24-hour availability and be prepared to respond to urgent Government requirements on short notice.
  • Travel to CONUS and OCONUS locations may be required.
  • Must be able to adapt to changing work conditions, including shifts in workload, tasks, and environmental factors.
