This is a temporary position, and there are no leave or retirement benefits offered with this position. Note: Permanent and time-limited NC State Government employees must separate from their permanent or time-limited position to work in a temporary position. All temporary employees are limited to one NC State Government temporary assignment at a time.
Individuals hired into a temporary State job must be fully qualified for the job. This temporary position is located at 1915 Health Services Way, Raleigh, NC 27607 - Wake County, with the Department of Health and Human Services.
Job Order Hourly Rate of Pay: $35.00 (Based on education and/or years of relevant work experience reflected on the application).
Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed in the class specification. The Knowledge, Skills, and Abilities listed within this vacancy announcement will be used only as management preferences and will be used to screen for the most qualified pool of applicants.
Management Preferences:
- Serve as an organizational analyst in the classification and compensation department
- Provide analysis of moderate to complex organizational management requests agency-wide
- Provide consultation to managers and employees on organizational and job redesign; consult on qualification problems; and may serve as project leader on special projects and studies needed in the areas of salary administration, organization structure reviews (OM), and BEACON transaction approvals
- Conducts position review and organizational structure management reviews to determine course of action required for request. (Individual Action, Mass Upload, etc.)
- Develops OM spreadsheets for BEST processing as needed
- Position must upload recommendation utilizing the current transmittal vehicle for appropriate processing
- Demonstrate knowledge of organizational management practices and policies to ensure compliance with OSHR policies and procedures
- Demonstrate experience in implementing, communicating, and administering policies and procedures
- Adept at solving complex problems by utilizing a combination of research and critical thinking skills
Minimum Education and Experience

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
