ProPublica invites independent journalists to submit investigative project proposals that reveal wrongdoing or systemic problems. Applications should include a clear hypothesis, evidence gathered (anecdotes, data, documents), required resources (data work, travel, records), expected findings and accountability angles, and why the reporter is suited. Accepted proposals receive competitive freelance rates and expense coverage; freelancers are independent contractors.

Report on California-focused investigative stories with national resonance. Pitch beats or generalist projects, pursue accountability reporting using data analysis and creative reporting techniques, produce both quick and long-form investigations, collaborate across the newsroom and with partner outlets, travel in-state as needed, and demonstrate a deep understanding of California and its diverse communities.

ProPublica’s Emerging Reporters Program awards five students $9,000 stipends, mentors, and a paid conference trip. Open to undergraduate juniors or seniors who demonstrate financial need and commitment to journalism. Runs late September–June with two stipend payments. Participants must be U.S. citizens or residents able to file taxes and provide a W-9 (SSN or ITIN). Mentors are matched by interest; conference expenses are covered. Program emphasizes diversity and inclusion.

Two-year reporting fellowship focused on investigative, accountability journalism about California. Report and write short- and long-form investigations, collaborate on complex projects, pursue original revelatory stories, and work closely with the California team and senior editor. Position based in California; requires travel as necessary.
