The Sr. Strategic Program Analyst is the subject matter expert regarding supplemental benefits such as dental, vision, hearing, OTC, or non-emergent transportation benefits that contribute to organizational membership growth, experience, CAHPs and Stars, finances and strategic vision. Includes oversight of partner performance, data analysis to identify, substantiate, and implement process improvements and strategies, and benefit administration. Partners with Clinical, Product, Sales, Member Services, Technology departments to formulate and execute annual strategy and implementations

GENERAL DUTIES/RESPONSIBILITIES 
1.    Acts as the Subject Matter expert: Acts as the tier two support for any questions, additional information or support to the team.
2.    Data Analytics:  Compiles and interprets data sets to extract meaningful insights to assess financial, member, and growth impact.   
3.    Project Leadership & Strategic Alignment: Spearheads project teams, ensuring the development of comprehensive plans and scopes that resonate with the organization's strategic objectives. 
4.    Account & Operational Management: Oversees daily account operations including management of the project lifecycle, including vendor selection, vendor on/off boarding, benefit integration, etc. 
5.    Performance Monitoring & Corrective Actions: Continuously monitors project progress against objectives, identifying improvement opportunities, and devising & implementing action plans.
6.    Issue Resolution: Takes initiative in identifying and resolving operational challenges, working closely with team members and presenting findings, solutions, or next steps to senior leadership.
7.    Market & Competitor Analysis: Monitors market and competitor movements, customer experience goals, and emerging trends. Continually assess the consumer experience with existing vendors, track new entrants in the market, and document capabilities of competing companies.
8.    RFP Management: Oversees and manages the RFP process including benefit recommendation, negotiation, and contract implementation. 
9.    Technical Documentation: Collaborates with stakeholders to identify and articulate needs, translating them into actionable operational and technical requirements documents, ensuring clarity, accuracy, and alignment with project objectives.

Job Requirements:

Experience:

• Required: Minimum 5 years direct experience as a technical, business or project manager or analyst

• Preferred: 3 years healthcare experience.

Education:

• Required: High School Diploma or GED.  Bachelor's degree or four years additional experience in lieu of education.

• Preferred: MBA

Training:

• Required: Project Manager

• Preferred: PMP

Specialized Skills:

• Required:

  • Thorough understanding of one or more of the following operations: claims processing, membership & eligibility, customer service, managed care or health insurance administration
  • Ability to communicate positively, professionally and effectively with others; provide leadership, teach and collaborate with others.
  • Effective written and oral communication skills; ability to establish and maintain a constructive relationship with diverse members, management, employees and vendors;
  • Mathematical Skills:  Ability to perform mathematical calculations and calculate simple statistics correctly
  • Reasoning Skills:  Ability to prioritize multiple tasks; advanced problem-solving; ability to use advanced reasoning to define problems, collect data, establish facts, draw valid conclusions, and design, implement and manage appropriate resolution.
  • Problem-Solving Skills:  Effective problem solving, organizational and time management skills and ability to work in a fast-paced environment.
  • Report Analysis Skills:  Comprehend and analyze statistical reports.

Licensure:

• Required: Project manager certification or formal project management training, (experience in a similar role will be considered as an acceptable substitute)

• Preferred: PMP

Pay Range: $98,550.00 - $147,825.00

Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
