About the RoleCTG is seeking a Scrum Master to support a mission-critical identity and access management program serving U.S. Citizenship and Immigration Services (USCIS). This program serves as the identity backbone of USCIS, managing how every employee, contractor, and partner agency logs in, what they can access, and how those credentials are managed and protected.
You Will Get To- Serve as Scrum Master for Agile software development teams operating in two-week sprint cycles
- Facilitate Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives
- Partner with product owners, business analysts, engineers, QA, DevOps, and program leadership to support successful delivery outcomes
- Analyze user and stakeholder needs to help identify functional and non-functional requirements
- Coordinate activities across multiple delivery teams and shared program resources
- Track sprint progress, team performance, and delivery metrics while identifying opportunities for continuous improvement
- Remove impediments and help teams maintain focus, productivity, and momentum
- Support user acceptance testing (UAT), training, and production deployment activities
- Identify, communicate, and help mitigate project risks and delivery challenges
- Facilitate stakeholder discussions, workshops, interviews, and working sessions
- Mentor and support junior team members while contributing to a collaborative Agile culture
- Promote Agile best practices and continuous improvement across the program

- Skilled at facilitating conversations and building alignment across technical and non-technical stakeholders
- Comfortable managing competing priorities within complex, enterprise-scale environments

- Passionate about Agile methodologies, team development, and mission-driven work
- Able to navigate ambiguity while maintaining focus on delivery objectives and customer outcomes
- Bachelor's degree in Business, Information Systems, Computer Science, or a related field (or equivalent experience)
- 8+ years of professional experience supporting software development, project delivery, or Agile programs
- Experience serving as a Scrum Master on Agile software development projects
- Strong understanding of Agile methodologies, Scrum principles, and software delivery lifecycles
- Experience facilitating group discussions, workshops, interviews, and training sessions
- Experience gathering, analyzing, and documenting functional and non-functional requirements
- Experience coordinating cross-functional teams during testing, deployment, and release activities
- Strong communication, facilitation, organizational, and stakeholder management skills
- Ability to work effectively across multiple teams within a large-scale enterprise environment
- Certified Scrum Master (CSM), PMI-ACP, CSP, SAFe, or similar Agile certification
- PMP, Lean, Six Sigma, or other project management certifications
- Experience supporting Identity and Access Management (IAM), authentication, authorization, or SSO platforms
- Experience supporting federal government agencies
We are committed to offering a competitive salary for this position, with an estimated range of $110k–$140k annually. Please note that this range is intended to provide a general idea of what to expect. The final offer may vary based on experience, skills, and other factors.
