Classified Services Program Director

The EIS Director for Classified Services is responsible for the execution and delivery of strategic IT initiatives. Through the creation, maintenance and facilitation of processes, tools and templates used for planning, resource management, issue resolution and communication this role will lead multi-disciplinary teams to deliver enterprise-wide strategic initiatives for the classified and unclassified environments. This role will partner closely with the enterprise initiative owners to manage key activities including but not limited to identifying resource needs, creating and managing project plans and providing dashboard reporting for the project teams, executives and the Board. This role will work closely with the financial planning teams to provide the necessary support and bring the proper planning, visibility, accountability and structured processes to the enterprise strategic initiatives.
Key Functions

Acts as senior technical leader in leading new cloud and on-premise computing infrastructure projects for Enterprise Information Systems (EIS)

Leads large-scale system deployment and integration efforts enabling new technologies across the enterprise from concept through implementation with a balance of governance and execution, working at both strategic and tactical levels

Investigates additional technology opportunities for expanding cloud infrastructure into multiple different classification enclaves

Leads the planning, scheduling, cost-estimating and risk assessments for the Core Computing Services portfolio of projects

Identifies, secures, and coordinates the implementation of internal and external resources and expertise as appropriate to achieve project objectives

Interfaces with all areas affected by projects to ensure appropriate change management needs are addressed

Advises project, program leadership and/or executives at the highest levels about the project portfolio, status, risks & issues, budget and resource management

Participates in annual planning regarding organization’s strategic objectives and evaluation of potential projects, budget and resources needs to support the objectives

Ensures portfolio alignment to overall organizational strategy and direction

Develops quantitative and/or qualitative strategic analysis to support decision making

Performs outreach with new technology providers providing inputs to leadership on key partnerships that would enable additional capabilities

Cultivates strong working relationships in the business, technology development teams and other delivery / support functions to ensure overall project success

Chairs regular coordination meetings gathering status and dispositioning issues to senior management

Develops growth/need projections for budgetary inputs

May serve as principal technical representative to customers, coordinating efforts on several program office specific projects
Qualifications:
Required
-
12+ years of increasingly responsible IT program management and/or consulting experience in a matrix environment

Background in multi-disciplinary systems engineering and/or program management of classified computing infrastructures for DoD
-
Demonstrated ability to establish and maintain effective working relationships with stakeholders and government authorizing officials

Effective interpersonal skills to coordinate efforts and work with other internal and external organizations

Demonstrated flexibility and ability to adapt to changing organizational needs
-
Demonstrated ability to assess customer and corporate IT needs and successfully devise and execute technical plans
-
Leadership and management skills to successfully direct a team of managers & staff to meet assigned responsibilities

Ability to roll up his/her sleeves and get involved in the details of the project work to ensure the project is moving forward as planned and business expectations will be met

Ability to perform in a complex cross-functional, fast-paced business environment and handle multiple tasks successfully

Demonstrated experience with the integration, design, accreditation, and management of network / server environments

Experience developing in government cloud environments

Experience developing Security Accreditation packages for multiple government customers

Bachelor's Degree in Information Technology, Computer Science, Engineering, or related field
