The Legal & Policy Team is Snap’s dedicated in-house law firm, policy consultant, lobbyist, thought partner, and all-around advisor. This team helps Snap do the right thing the right way, make better decisions, understand and manage risks, and creatively navigate challenges, both external and internal. We partner with Snap team members on a wide array of matters, including privacy, product, law enforcement, IP, commercial transactions, corporate governance, employment, acquisitions, litigation, and policy, and social impact. We’re looking for an Associate General Counsel - Privacy (North America, Law Enforcement and Platform Safety) to join Snap Inc! As a member of the Privacy team, you will primarily support the Law Enforcement Operations (LEO) team to ensure Snap meets its legal obligations to be in compliance with government requests for data while protecting user privacy, and also advise Snap’s Trust & Safety (T&S) team on issues relating to the detection of Terms of Service and Community Guidelines violations. You’ll also collaborate with Snap’s Product Legal, Public Policy (Policy), Engineering, Communications, and other internal partner teams to advise on and develop policies and tools to enable Snap to meet increasingly sophisticated and constantly evolving regulatory and legislative requirements.
This position can be located in the Los Angeles area or remotely in one of a number of locations. If you are remote, you may occasionally be asked to travel to Snap's offices in Santa Monica, California.
What you’ll do:
Advise Snap's LEO and T&S teams on North American law enforcement, legal, privacy, and security requirements, and issues relating to Snap’s Terms of Service and Community Guidelines
Engage with government authorities on matters related to Snap’s response to law enforcement data disclosure orders
Collaborate with Snap’s Policy, Engineering, and others in Legal to develop and implement policies and practices that protect user personal data while complying with legal data disclosure requirements
Collaborate with Security and Privacy Engineering on developing tooling to protect user privacy while meeting legal disclosure requirements
Collaborate with and advise the Policy team on legislative developments impacting Snap's law enforcement and data disclosure obligations
Advise teams across the company -- including Policy, Product, and Engineering and others in Legal -- regarding developments in surveillance and security laws
Support the Policy and LEO teams in their development of strategic external partner relationships, e.g., with NGOs, regulators, and government agencies.
Knowledge, Skills & Abilities:
Professional experience interpreting laws related to government surveillance including the Electronic Communications Privacy Act (ECPA) and the Foreign Intelligence Surveillance Act (FISA)
Firm understanding of the Stored Communications Act, Wiretap Act, Pen Register/Trap and Trace Statute, and the U.S. Cloud Act. Experience with data privacy laws/regulations in the U.S. and/or other countries is a plus.
Experience with Mutual Legal Assistance Treaty requests, Letters Rogatory, or other forms of international cooperation
Knowledge of and experience with the criminal investigative process
Extremely detail-oriented, business-friendly, and a phenomenal teammate, with an ability to think creatively and accommodate tight deadlines
Excellent legal and business judgment and strategic thinking, and able to manage multiple matters simultaneously
Ability to adapt quickly as the legal, policy, and factual landscape continues to evolve
Comfortable operating in a fast-paced environment and working on ground-breaking legal and policy matters
Demonstrated ability to effectively supervise others in a manner consistent with Snap’s values
Minimum Qualifications:
J.D. Degree
Active membership in at least one State bar
8+ years proven experience, including in-house and/or outside counsel advising technology companies on regulatory, security, privacy, data protection, and related matters, or relevant government experience
